Application guidelines, eligibility criteria, safeguards, and online intake for the NamPost Innovation Sandbox (NPIF v2.0).

Two-stage model

  1. Digital Sandbox (NamPost) — free, synthetic data only; no production money movement.
  2. Regulatory Sandbox (BoN / NAMFISA) — capped live testing after a Sandbox-Ready Certificate; statutory supervisors decide outcomes.

Fee and timeline

  • Application fee: N$500 (non-refundable), paid in the wizard payment step.
  • Target decision: 14 working days for a complete application.
  • Synthetic-only default: No live Ministry of Finance grant files, production beneficiary personal data, or production SmartCard numbers in the Digital Sandbox (X-02).
  • Payments: Step-up two-factor authentication on every payment initiation (PSD-12).

Evaluation rubric (NPIF §8 / PRD §3.4.6)

Pass rule: total score ≥ 70 and no dimension below 40 and legislative limitation ≥ 50.

Document checklist

Upload in wizard step Documents: business plan, OpenAPI or repository link, compliance pack (AML/KYC, STR drill), risk register, complaints-resolution process, exit strategy (both paths), and proof of fee payment. See application guidelines §10 for the full Annexure A list.
