From Sandbox to Full License: The Exit Process

Framework for completing sandbox tests and transitioning to full licensing, extension, or controlled wind-down.

Exit Outcomes

At end of test cycle, participants typically move to one of three outcomes:

  1. Full licensing pathway
  2. Time-bound extension with revised conditions
  3. Managed wind-down

Exit Evaluation Inputs

  • Final progress report quality
  • KPI achievement relative to testing agreement
  • Consumer impact evidence
  • Risk and incident handling performance
  • Compliance with safeguards and reporting obligations

Final Reporting Requirements

Your final report should include:

  • KPI outcomes and variance explanations
  • Material incidents and remediation records
  • Consumer complaint summary and actions
  • Operational readiness for scaled deployment
  • Requested next-step rationale (license, extension, close-out)

Example Exit Checklist

  • Testing agreement obligations fully evidenced
  • Compliance and audit records complete
  • Governance and risk controls documented
  • Production transition plan attached

Licensing Transition Guidance

For licensing pathway candidates:

  • Prepare licensing package aligned with supervisory requirements.
  • Include sandbox evidence as part of decision support.
  • Address unresolved gaps with clear remediation timelines.

Extension and Wind-Down Guidance

If extension is needed, provide:

  • revised KPI targets
  • risk treatment updates
  • clear duration and success criteria

If wind-down is required:

  • execute customer communication plan
  • close obligations safely and transparently
  • submit final closure evidence
