• Infrastructure is optimized for testing, not production-scale operations
• Security measures are appropriate for testing, not production data

Do not use Digital Sandbox results to make production deployment decisions without additional validation in real-world conditions.

1.2 Regulatory Sandbox

The Regulatory Sandbox allows limited live testing under strict conditions:

• Testing is subject to regulatory approval and ongoing supervision
• Consumer numbers and transaction volumes are strictly limited
• Additional safeguards and exit strategies are required
• Testing does not constitute full regulatory approval
• Products must still obtain proper licensing before full market deployment

Regulatory Sandbox participation does not authorize unrestricted operation of financial services.

2. No Guarantee of Regulatory Approval

2.1 Independent Assessment

Licensing decisions are made independently by regulatory authorities based on:

• Statutory licensing criteria
• Fit-and-proper assessments
• Financial soundness requirements
• Consumer protection standards
• Market conduct considerations

Sandbox testing results may inform, but do not determine, licensing decisions.

2.2 No Regulatory Endorsement

You may not represent or imply that:

• Your participation has been "approved" beyond the specific testing parameters
• BON or NAMFISA endorse your product or business model
• Sandbox participation is equivalent to a license
• You have received preferential regulatory treatment

Misrepresentation of regulatory status may result in immediate termination and disqualification from future participation.

3. Not Financial, Legal, or Regulatory Advice

3.1 Professional Consultation Required

You should consult with qualified professionals for:

• Legal Matters: Engage a licensed attorney familiar with Namibian financial services law
• Regulatory Compliance: Seek formal guidance from BON or NAMFISA

4. Synthetic Data Limitations

4.1 Statistical Representation Only

Synthetic data in the Digital Sandbox:

• Is generated using statistical models and algorithms
• Approximates real-world distributions but is not identical
• May not capture all edge cases or real-world complexity
• Is updated periodically but may not reflect current market conditions
• Should be validated against real data before production deployment

4.2 No Real Individuals

All personal data in synthetic datasets is fabricated. Any resemblance to real individuals is purely coincidental.

• Names, addresses, and identification numbers are randomly generated
• Transaction patterns are simulated based on aggregate statistics
• No real customer data is used in synthetic data generation

4.3 Model Training Considerations

When training machine learning models on synthetic data:

• Models may not generalize well to real-world data
• Bias in synthetic data generation may affect model fairness
• Validation on real data is essential before deployment
• Regulatory approval may require real-world performance evidence

4.4 API Mocking

Mock APIs (NAMIIS, NAMCLEAR, NAMQR) in the Digital Sandbox:

• Simulate expected behavior but may not match production APIs exactly
• May have different performance characteristics
• Do not represent real payment networks or clearing systems
• Are subject to change as real APIs evolve

5. Beta and Experimental Features

5.1 No Production Use

Beta features should not be used for:

• Live consumer testing in the Regulatory Sandbox
• Critical business processes
• Regulatory reporting or compliance
• Production decision-making

5.2 Feedback Welcome

6. Third-Party Services Disclaimer

6.1 No Control or Responsibility

The platform may integrate with or link to third-party services, tools, or websites. We do not:

• Control third-party services or their content
• Endorse or recommend any third party
